Ever since humans started to develop agriculture, trade and task differentiation, agglomerations have evolved according to scaling rules that may well be universal. After passing the milestone of 50% urbanisation, humanity is rapidly becoming a predominantly city-dwelling species. Ensuring the resilience, safety and sustainability of fast-growing cities will require much more joined-up policy and planning. Michael Gross reports.
